Black Tarantula was never watered down though. Danny beating him up is literally his only "low".

Plus maybe Hiromi was watered down against Shang.

Not to mention, Danny and Shang have actual fights. Twice.

Makes no sense given the scan doesn’t factor in stuff like his force push or that he can absorb blunt force and give it back.
