Armchedon was unable to drain this version of the Hulk. He was far more efficient at energy drain than the Surfer is. He even drained the Surfer in the past. Banners connection to his power source was too great. So yes the Surfer could dip into the power, but this would not sever the Hulks connection to it.

Not sure what Hulk can do here? Unless he still has wish power.

Surfer isn't draining Hulk (lol) but he does win here.
