Many aspects of the report are deeply questionable yeah, and appear to seek to simply reframe well known facts about racial disparities in the UK as just incidental. Case in point:

Anyway, the Equality and Human Rights Commission did a race report in 2016 that actually addresses the issue of racial inequality in Britain rather than trying to sidestep it. If anyone would rather read that:
