Billy was a hell of a fighter before Compound V, and a member of the British special forces with actual combat experience.
Negan and Billy will do whatever is necessary to get the job done...so even there.
Negan is great at rolling over people in desperate times....but Billy is a master tactician and is used to going up against people several times more powerful than himself (even with compound V).
