Eggman wins, I think President Koopa is basically a normal guy of the two average joe Italian plumbers.

Eggman however was a direct opponent to Sonic the Hedgehog, who is a lot more like his game self and had some ridiculous feats.

Koop did punch one lizard man and knocked 3 of them straight over and considering they are all 7 feet tall and probably 300 lbs he has a helluva right hook
