Black Manta to some extent is basically DC’s evil version of Black Panther. His suit let’s him absorb impact beyond most street level characters, and his gear lets him dish out above his weight as well.
Ironically in mention of Deathstroke, Black Manta would be in the same tier as Deathstroke. Black Manta having showings like piercing through Slade’s armor with his weaponry on a couple occasions, Taking a Punch from Mazahs in Forever Evil, Fighting Wonder Woman among others.

Disregarding the trident being broken as PIS, and that it didn’t seem to extend out of the story. How does breaking Aquaman’s trident make Deathstroke physical peers with Aquaman?

Nice scans - I think the last one is Justice? Non-canon, but I can see your point all the same (and it makes sense - I don't explicitly need to see a scan to be convinced of a point).

Anyway, as for this thread, Cap can and does get his licks in. We've seen how he is able to draw blood from Namor - same Namor who casually palmed strikes from Thor, (angry) She-Hulk, Tony and Cap Marvel at the same time.

Captain America drawing blood from Namor honestly comes off more as an anti-feat for Namor more than anything else in my opinion. I could understand Black Panther contending with Namor in h2h given his suit and gear/claws. But outside Cap’s shield he has no business being able to hurt low-high tiers.

The only stat Captain America has over Aquaman is skill if we look at their respected feats. The only case you could make for Captain America is scaling off some really high end showings that make no sense and even in regards to skill Aquaman is able to match characters like Cheshire and Wonder Woman so I don’t see it doing much favors for Captain America.
