Based on what exactly? He's one of the weakest Hulk incarnations...his h2h sucks. His strength isn't dynamic. Bards has better skills, maneuverability and melee weapon with comparable if not greater strength.

Despite being a weaker incarnation of the hulk, he still held his own against thor, hercules, and juggernaut. Also displayed some excellent healing feats.

Who said anything about WWH? Barda is a rough equal to Wonder Woman, who imo is stronger than Prof Hulk. With better skills and gear.
