Vanilla is such a half assed thing, I'm almost completely certain they threw it in because they were too lazy to make pre built settlements ala Fallout 3 and New Vegas and said "Have the players do it themselves".
I prefer to do it myself rather than use a mod that pre builds onto a settlement, or did you mean settlements added by mods that I can go on to build myself? Those can be okay I suppose.
I think the are more pre built settlements in FO4 than in the previous games though. I can remember coming across Hamilton's Hideaway for the first time in FO3 and thinking; 'Shame this game doesn't let you build you own post-apocalyptic town, this place would be perfect.'

Indicating a person's childishness is not the same as mocking children. I'll be honest with you, I think you're losing your grip on things, we can all pretty much see it, I assume you think every post you've made lately is a winner and we're all sitting there crying but the truth is, we're not, you're just becoming a bit unhinged without your e-daddy to give you succour.
