This is actually quite interesting.
Sandman has the master sand particle that controls everything - everything else is just normal sand that is being controlled, right?
So Rogue wouldn't be able to actually absorb any power - she's not Creel, she won't take on the properties of the sand.
I reckon Sandman wins here, assuming it's Marvel and not Sandy Hawkins or whatever.
