Self imposed limitations? I mean, perhaps the fastest of DC speedsters hold back due to ego. Perhaps they feel as if they shouldn’t go all out. That is what you call PIS. Mainly because Wally for example could defeat Grodd before he even knew that he was defeated. Fro the. Record, Grodd would not run all over Marvel earth. He’d be lucky to beat Ironman. What we have going on in the Flash comics is plot, because who in their right mind would buy a comic that only contain one page?
It's more like a CIS - character-induced stupidity. Like, Spider-Man struggles with street-level characters because he hold back too much and acts carelessly.

But in a forum match where they fight without plot, the Flash at max capacity would beat Grodd and the rest of his rogue gallery before they could blink. I mean they wouldn’t even be able to see what beat them. And that is even while he was fighting in character.
And still a lot of people laughs at Flash and calls him a jobber, "cuz he can't evern handle afgainst a weirdo with a freezing gun!".
Looks like that people doesn't even knows about Captain Cold's real capabilities.
