Question should be "who has done the worst against Superman" because most of these people either beat or stalemate him. Lobo tend to do the worst.

I would say Doomsday by way of the fact that he has KILLED the man of steel.

Last fight he had with Orion was a stalemate ending with Orion smiling at his punches.
Captain Marvel and Supes last fight was a stalemate.
