who wins

Plutonium bfrs him.

The problem with trying to figure out characters like the Plutonian is the competition that they’ve run into. With that said, he could range anywhere from high Herald to high Cosmic.

In terms of power, it was stated that the Green Scar had full access to his power source, which was seen to a degree as he went from base level to arguably the most powerful that he has ever been.

Having read that he has near infinite strength which could mean near infinite power if interchangeable, it’s anyones guess how this would turn out.

Hey I disagree that having access to unlimited power source means he has infinite strength or infinite power.

As hulk gets stronger, he is likely using more of that power but he’s not using all of it and never has.

I mean, not really. Plutonian is a character from a single series by a single writer so you really just need to look at his feats and the feats of those less than him.

Which mean that at his strongest he's able to withstand the weight of a solar system pressing down on him while standing, can lift a neutron star, withstand blows from a being who was powering their punches by draining the energy of distant stars, and is easily able to outrun radio signals and react in picoseconds.

It is if anything easier to gauge how strong he is compared to most other comic characters because he is a single character in a single story.

He had full control of whatever level of power was needed. The Hulk has no finite element that can be found within him. The Green Scar shows that he has fine control of his level of power.

If you support the idea of Plutonian one shot ending this before Banner can get his number, you may be ignoring Banner’s vastly higher regen mitigating damage, while being supported by relevant toughness spikes. I think the Hulk would eat him and add his power to the Gamma Verse, because he absolutely can reach the same levels as the Plutonian at will.

You have to accept what was actually written into canon for this character. It wasn’t what you saw, it was that he was capable of going that high by will. The anger that he had was just a focus as to why he was doing what he was doing. He was actually taught how to meditate and connect with his source of power.

He took what he needed brother. The Plutonian is no more special than this version of the Hulk. They even wrote how to remove the knowledge that he had gained, by using Doctor Doom to perform brain surgery to remove that particular memory. Bro, he was that powerful, he was just holding back.
