I don’t remember the story very well, but Orion one shot Superman with the Astro-Force. Billy has never managed anything like that.

Actually Billy one shot Superman in a special novel sized JLA / JSA crossover involving Despero and two shotted him in a JLA story involving a character named Truimph, Orion one shotted Superman shortly after the Byrne depowerment, Billy did it with his fist and with the magic factor after Clark had grew much more powerful at that point.
