I wasn't aware that Surfer is permanently phased in fights now.

Well he could be. Mind started making all his threads about pure powerset debating. So when he says "CIS off full capacity" he always means "you control the character, who wins?"

The Surfer at full cap would remove her powers. Yes he does not actually need to touch a character to mess with them on a genetic level. Kryptonian’s are not immune to this, because if they were they would also be immune to sunlight. The same reason that he’d defeat Mon-El is the exact same reason that he would defeat Supergirl. The only thing that would be going through her mind as he gums up her abilities is, Why am I suddenly getting weaker.

I'm pretty sure Superman (a kryptonian) has feats against matter manipulation.
So Surfer can turn SG into a table huh?
Can Surfer mess with Odin, Thor, Thanos on a genetic level? Why or why not?

Well, AFAIK Surfer is still perpetually intangible since Silver Surfer: Black. He can't really be touched but the Power Cosmic can affect others. The only attacks I'm aware that have affected him are certain magical attacks, the Abstract Griever, and the M'Kraan-amped Wrath of the Reckoning.

Knull affected him too. I think he's solid again, or else the writers have quietly dropped that intangible thing

No, he's not intangible anymore lol. King In Black had him turn normal when he absorbed uni power.

I don't recall Knull affecting him during King in Black. Before they could trade blows, Uni-power Venom took over the fight completely.

Err... Surfer's been intangible in basically every appearance since Silver Surfer: Black. During Annihilation: Scourge, when he fought Griever in Fantastic Four, when he fought the Avengers alongside Terrax and Firelord during the Starbrand's birth, during King in Black, during the Black Winter storyline... ?

It is a part of him. But Knull himself never made contact with his board? Norrin brandished his board as a sword at Knull but then Uni-Power Venom took over immediately.
