Now consider what Superman did to Thor.

You may well make a case for that Superman would win against e.g. the Hulk, because Marvel superheroes aren't as well-rounded: Superman being significantly faster, able to fly, able to use Heat Vision, etc.

But when it comes to cosmic characters like the Silver Surfer the tables turn.

I think the issue she's getting at is the fact that there's no limitation to what characters you can and can't use.

You don't have to construct the weakest version able to beat Superman, nor are you limited by a particular tier (e.g. Heralds), so technically you could pull from the Beyonders, Celestials, and Abstracts.

Thor, Hulk and Hyperion all have feats that rival some of Superman's best. Which is one of the three main attributes Superman has going for him, the others being durability and speed.

Surfer don't, that's the point.

But I could definitely see the Surfer turn Hulk into salt, just like Dormammu did. Tehnically he turned him into crystal, but the point remains.

The point is that the Hulk doesn't have any inherent resistance to matter transmutation.

Superman has obviously never survived or resisted transmutation.

I specifically said you can only choose one character for each attribute.

So if you only pick Surfer, then your character just gets one of his attributes (his speed, or strength, or durability, etc.) The rest of the attributes would only be equal to that of an average human.

So there's pretty much no way your 1-attribute-only Surfer could win.

I think you need to reread the OP. The thread isn't about a character having Surfer's power cosmic but separate attributes (strength, speed, durability, energy projection, stamina, and intelligence).

You can have all of that WITHOUT having Surfer's exotic powers (because that's not included).

Second, I disagree that Surfer can beat Superman at all.
Surfer can't turn Superman into salt. Superman has feats against MM.
Superman is far faster than Surfer in battle. Surfer wouldn't be able to land a strike if Superman didn't want him to. Superman can pop Surfer right away. You assume Superman would sit there and allow Surfer to whatever he desires. That's like taking a MA class where the teacher demonstrates moves that doesn't work in real life on slow motion opponents.

No one has feats to rival Superman's best. You need to read comics dude. Superman's feats are astronomically more than all those characters you named COMBINED.

What if my special attribute was 'wields the Power Cosmic'? Then my character could use it like how Radd - a normal Zenn-Lannian - became one of the top heralds in Marvel.

Then I stack the speed of Thor, the intelligence of Hulk etc on top....truly fearsome!

Special Power (anything that doesn't fall in the above categories) - Can I use the Starbrand?

Not sure if it’s a thing or not, but during Ron Lim’s time as artist for the Silver Surfer run way back in the 90’s, he seemed to have trouble against robotic opponents. Connecting the dots may not be the way to go with him. He seems to be stronger against organic life forms.

And Superman was weakened at the time, due to liquefied Kryptonite(weakened his powers, eventually he lost powers, and he was eventually artificially aged) and they repeatedly tried to turn him into salt but couldn't. Even with his powers occasionally not working(sometimes flight stopped for example). Even when they were holding hands (physical contact between them boosted their powers) it didn't work. For comparison, earlier when he first started getting weaker his durability was so low he had conventional 9 MM rounds go right through him, was easily stabbed and almost drowned. But still was too durable for them to transmute him.

Superman has other examples too than that and what Abhi showed. It looks like Astner is just channeling mid 2008's KMC and thinking Surfer being Surfer means he wins however he wants.
