Surfer takes it 10/10 in every battle with the exception of Imperiex, against Imperiex it's 0/10. The main issue being that Imperiex contains and is powered by a Big Bang, which is on a completely different scale than what Surfer has any hopes of dealing with. Galactus would be a better fight for Imperiex.
With the exception of Captain Marvel and Black Adam (who both are too weak to be considered a meaningful threat) the other characters all have notable weaknesses that the Surfer can abuse. The color yellow and blue, technopathy, etc.
Even Robin managed to break Hal Jordan's windpipe (which would've killed him if he didn't recieve emergancy treatment) after painting himself in yellow in All-Star Batman and Robin #9. So that's a very clunky weakness against someone like the Surfer.

It was removed back in like 2005. It's a weakness for newbies, but they get training to remove said weakness.
