It's pretty common for small towns to have no police department at all. State Police will usually handle those duties for them. Or, as in this case, the county sheriff will cover them until/if they get replacements.
Additionally, this is a rural city in Missouri. The chances of them being "radical left" is highly unlikely. They're almost certainly conservatives.
