"Daddy" Pongo Banks in Scum and all his hench men, but most of all the screws from that film deserve a mention.

Colonel Isaac Johnson in SHOOTER (2007).

Perennial good guy Danny Glover seemed to enjoy playing this smug evil murderous bastard, and it showed.

Speaking of Danny Glover, his Albert character in The Color Purple was a proper bastard, though he did do one solid/good thing at the end.
