By your logic any time a "peaceful protest" turns into a mob you'd need to blame the organizers and social activists who "rile them up" about social injustices and such.
The fact is Trump had every right to say whatever he wanted, short of outright encouraging a riot. If they decided all on their own to riot, that should not in any way be on him.
