From what little ive read of Dharma his powers operate on a larger scale than Jamie's whose abilities have always been more localized in scope. I dont remember Jamie doing any reality manipulation beyond his field of vision unless someone can refer to a feat that says otherwise?
So for that reason i say Dharma.
