I'd put MCU Cap above TV John-117 outside his suit.

In the suit, it's going to be hard for Cap. Suit's incredibly durable and has shields to make it even more durable.

i dont know anything about master chief, but is his suit > tony's bleeding edge armor? because cap was beating the shit out of him in civil war.
