Stanley's a cartoon nerd who watched MGM movies on his vcr. MGM's talent was composed of people who left Warner Bros, including Disney so the house of mouse does exist in his universe which means so does the Roger Rabbit movie and I don't see Stanley having missed out on it. With that knowledge, Mask wills the Dip into existence as a super soaker or comes back around the corner in a firetruck full of it.

The only way to beat the Mask is for the wearer to decide to take it off. Also his powers are basically Judge Doomsx1000 added with the ability to straight up warp reality, manipulate matter, and even force people to follow his whims like when he made those random bystanders dance with him. He even can command inanimate objects like cars to do what he wants. If he doesn't manifest the Dip like Nemesis said, he could just force Doom into outer space or something.
