Darkseid is the only character that's 100% evil by virtue of being the God of Evil, at the very least if we go by Williamson's interpretation of the character. Evil Buu and Kid Buu--although they're not part of the thread--could be placed here as since they're pure evil as well; having exorcised their good part.
Frieza, Joker, and Thanos would be difficult to compare because they're evil for different reasons and they're very different characters in general. Thanos' behavior is calculated, Frieza's does whatever he feels like, and Joker's is seemingly random.

Yes. But the topic of this thread is evil, not power.
And even if the Great Darkness was referred to as the Great Evil Beast in the original run (I can't remember if he was) it doesn't matter, because the most recent interpretation of the character is as the embodiment on non-existence. Conceptually he's very similar to Oblivion from Marvel.
