You're forgetting that Fantastic Four(specifically Reed the super genius)needed to create a Tachyon Pulse Generator that consisted of 4 different generators placed at 4 specific coordinates in conjunction with Surfer in the middle, and he needs to be distracted long enough for them to set it off and Surfer needs to stand still long enough to be caught by it.
And that was only created after a time was spent studying the energy patterns and damage left behind by Surfer when he was setting up the world for Galactus' arrival. Steppenwolf can't just punch him off it with brute force, and he doesn't have the time, skills, or specific resources to study Surfer mid-fight and get a generator built and positioned.
