And no, Ultraman no longer has the same weakness in there since way back in JLA run Ultraman has time-release capsules to ensure he gets enough Anti-Kryptonite

So in summary.

Morrison J'ohn would totally beat him because he used his powers effectively. The mini where he beat Kanto by evolving into a giant ork with a shield and weird scythe thing, and the time he went gumby on a monster that was as strong as Superman, easily tanked the punch, and engulfed him, like Plastic Man would have done.

What would Mongul do but lose, all he has is brute strength.

J'onn has the better quantifiable feats, such as shattering moons with punches and moving planetary-sized objects.

Mongul's feats primarily come from scaling against other characters, making them quantifiable only if we assume that all characters operate at their average levels whenever their exact power level in a given instance is unclear.
