Ewing's been pushing Storm hard. Or maybe I just haven't been following her career closely enough pre-Hickman.
Her overpowering Vulcan at his own energy manipulating game is a possibility I would have mercilessly ridiculed.

She is a supreme omega-level elemental, even above Bobby when it comes to hydrokenesis and cryokenesis.
Thor tells her he can control lighting as good as she can but then she hits him with jovian pressure than makes his ears bleed stating basically that she has finer command over the elements than he does.
These are very recent examples of storm besting an Omega-level cryokenetic and a weather God.
Storm is a jack and master of all trades, including some magic.
I'm sure she could best Jenny since she is what Storm controls(electromagnetism), so it will come down to willpower over the elements and I think Storm will be victorious regarding that.

But my question was more whether it would actually put her down or affect her. Like, Pyro could shoot fire at the Human Torch, sure - it wouldn't actually hurt him, though.
Anyone could throw a steel rebar at Colossus, or shoot a water gun at Hydro Man, and yes, it would hit them...but it wouldn't do anything to them.
Kinda silly that she used a Wakandan sword in X of Swords. This seems way more effective.

I don't think that would do much, tbh. Jenny's able to conjure up anti-matter blasts, even taking out Lobo temporarily. Is Storm more durable than Lobo?

Ah, you're right. But she still can convert her human form to an all out energy form, so using gale force winds or rain won't work on something like that.
Has storm controlled someone like Electro converting into a energy form?
