Who is the weakest DC character that can replicate this feat of Uranos

that can end/remake entire existence in a whim with their mind

I don't even know why what Uranos did was suddenly Skyfather plus tier, barring Legion (who they annoyingly never did show how he was defeated).

I mean, Xavier could probably give a million mutants a brain seizure on his own. Manifold could (and has) opened portals from the Sun - imagine if he did it on a large scale. The whole thing about the Montesi Formula and Dr Strange was that he was capable, had he the formula, of wiping out the entire vampire species in existence (so way more than a million).

Well wouldn't the crux of the matter be whether Flash could last long enough against Legion for him to exploit this vulnerability?

It's not an issue, because the Speedforce unbound is a far greater weapon than any immortality-nullifying stabby-stab.

Relying on the Muramasa blade is so utterly superfluous, it's reductive.

Meanwhile, as you say, Uranos' machines were slaughtering mutants. I know it wasn't you who said this, or made this argument, but what he did wasn't all that impressive. Can we really believe that if Tony Stark or the Maker really put their mind to it, they couldn't create machines capable of doing the same?

I change my answer to Cyborg. He opens Boom tubes from the Sun over Earth's major cities or over Arakko, and just pours the sun onto the planet.

Even the resulting environmental chaos would be enough.
