Steve beat Scorpion with ease. Superhuman attributes are all nice and good, but they are not everything.

Plus... Gargan is a huge jobber. Originally, he was meant to be Spider-Man on steroids, but that didn't age well.

I would love to see Mac tearing Sam apart, tbh. But Disney won't allow it.

They fought before way back when. It was made clear that Scorpion was in another league physically... then Falcon got pissed and looked at him with murderous intent and Scorpion totally bitched out and either tried to run away or actually went fetal(been a while, can't remember which), and I think it was before Falcon even gained true flight lol

Based on some of his armors and ranged attacks I would say Falcon. He's got decent feats including evading Scorpions tail and punching him.
