In the event that #47 accepts the plane without Congress, who would enforce the violation of the Emolument Clause? Even if it's one of the few things Presidential Immunity excluded, there would still need to be a means to enforce...something right?

The Federal Marshals and whomever/whatever SCOTUS deputises are effectively powerless due to FOJ being under the Executive Branch.
