In the Second Coming, Gohan didn't become weaker like he did in the regular series. On the contrary:
In the Japanese version of Dragon Ball Z: Broly - Second Coming, Gohan, after noting that Broly became much stronger since their prior encounter, also notes with some annoyance "And here I was supposed to have powered up considerably since then", strongly implying that, at least within the context of that film, he continued to train and became much stronger than his Cell Games saga self.
You could see it that way, but keep in mind he still beat SPC while wounded and at 50% of his power... and SSJ2 official multiplier is twice of that of SSJ.
Then you need to consider the movie continuity being its own thing, the villains there getting stronger with each next film... base Gohan one-shotted Frieza in Fusion Reborn, by the way (which is a big deal, considering what we learned in Super)...
It was also canonical to GT and GT Perfect Files stated that Gohan didn't neglect his training.
