Surfer maintains his connection with the board mentally - that's not up for debate. He can remove himself from the board at will.
A tachyon burst is simply another way to stun him. Carol can strike him with enough force to stun him, as he has no durability feats against blunt force to suggest otherwise. However, removing Surfer from his board isn't necessary for her to win.
We don't rely on no-limit fallacies here. There's no evidence to suggest Surfer can affect someone empowered by an Infinity Stone. Even the comic version of Surfer, with far greater mastery over matter and energy manipulation than the movie version, can not do that.
Using movie feats alone, nothing Surfer has shown demonstrates he can harm Carol.

That stone husk rejected two or three attempts by Surfer at first so it wasn't as if Thanos was ignoring him. I get what your saying though. I'm sure there are better examples. I'll look for them.
There's no guarantee as there are no examples of him doing so with anything organic (that I can think of off the top of my mind) or any kind of blast output, but phasing is phasing to me. Should be a valid defense.
I just think Surfer is to versatile and has way to many choices for Carol to win. Who knows though.
