My brain has blocked most of that garbage Halo show, but from what I can remember, the Spartans were pretty damn strong.
And their armour not only was tough, but had an energy field around it was well, making actually seriously injuring them quite difficult.
I haven't watched Robocop in nearly 10 years though, so my memories of his feats are kinda spotty. Gut says Masterchief takes it, but I could be wrong.

You're not wrong. Robo was pretty agile and his targeting computer was very accurate. His biggest thing was he was pretty tanky as he withstood multiple 50. cal rounds, but his strength wasn't anywhere near a Spartan, even out of the armor.
Between Chief's strength(boosted even more by the armor), his skills, and his durability, Robo has 0 chance. I don't even think his gun can do any damage.
