Which Luc? There are like 5 continuities for the Universal Soldier series. Also, what's his mindset? Is he in mindless drone mode or sentient? Does he have booster shots with him?
Luc cannot do damage enough to overcome MK's healing factor, and probably overheats and dies in a normal environment without rain or snow. Not to mention MK is faster in combat and has inbuilt weapons in his suit. Unless Luc nails Moon Knight with a rocket launcher he's finished.
