Which hero from either of these universes can jump on and ride on this with no issues?

Not in detail. Roshi was considered impure because of his lust for women. Krillin and Bulma were also considered not to be pure-hearted.

But Chi-chi and Upa could ride it, so I don't think the criterion is that strict.

Back when he was a kid, Krillin was explicitly unable to ride Nimbus alone because he wasn't pure of heart:
