Durability is definitely the same.

Doom didn't do anything with the Surfers powers but use concussive blasts and pull some water and building shards with it. No intangibility, no vaporizing anybody, no board absorbtion, etc,,,. He displayed nothing more than just basic abilities.

Doom matter-manipulated a human, transforming him into a different material.
If the Surfer without intangibility or board absorption can still defeat Apoc, then Doom can as well.

Doom did the exact same matter manipulation blast that surfer used against him only he killed with it (infact that was the first thing he did) and also telekinesis . Doom also used phasing as that's how he got the board out of the containment in the first place.
What are all these myth myriad of powers Surfer showed lol?
I mean seriously the surfer drool needs to stop.
