Hard to say. Thanos with TOAA absorbed should conceptually be too much for anything below GEB/The Presence. Even if we want to say TOAA is not omnipotent (he”s not in the context of that story), TOAA is still so powerful that he appears to be omnipotent to the senses of the Living Tribunal or any other power in Marvel (hence why LT is surprised when he finds out TOAA is not in fact omnipotent). That implies an incomprehensible gap between TOAA and the LT or any other being in Marvel, so it depends how you view the LT/those other beings in relation to Perpetua.
There”s also the Defenders story which has “Above All Others” like 3 or 4 layers of existence above the Beyonders, who essentially view Multi-Eternity as a toy.
