I posted a feat for a weakened clone of Orion in my Orion vs WW topic(which if you go, look at and respond to there, I can already predict how you'll try to lowball it and my prediction includes you contradicting yourself). But he has non combat feats far above what you argue. Which seems to at least partly be motivated by your unusual desire to elevate WW higher than she is.

Orion has zero fts of strength and the ones he has sucks. I wouldnt consider that low balling. I would consider that his average.

Strength alone isn't always the deciding factor in a h2h fight.

For example, Captain America and Batman can defeat opponents who are 3–5 times stronger but lack fighting skill.

While WWH may be stronger than Orion, Orion is much faster and far more skilled in combat than WWH.

If Orion totally cuts loose, he can win. Besides that, I'm going with WWH.
