Well Enigma's power was majorly restricted the entire time because after Secret Wars and the destruction and reboot of reality failed to stop him, the Beyonders used the Concordance Engines fueled by the Phoenix Force to trap Enigma in a limited set of timelines (instead of infinite timelines). Enigma didn't get his full power until the very end of the event, and then he fought the PF almost immediately.
So Enigma didn't have a chance to get many feats of his own. Most of his status comes from the fact that he is the most powerful Dominion by a huge margin, and so he scales above all other Dominions.
The PF is a "natural predator" of the Dominions, and getting beaten by her is as far from a low showing as a character can have in Marvel given her status in the cosmology.
