Using the rule that no attribute can exceed on-screen feats, Superman wins.

Galactus was no better than Thanos in terms of versatility. He lacked energy projection (aside from basic scanning) and had telekinesis, but showed no significant feats with it beyond levitating the Silver Surfer. His movements were incredibly slow, even by human standards. He couldn't fly or teleport, and he demonstrated poor awareness and intellect, failing to detect a trap or use his telekinesis to retrieve the baby.If Superman can statue a bullet, then Galactus would appear as an even greater statue in comparison, giving Superman what amounts to an eternity to defeat him. At worst, Superman could simply BFR him into space.

I don't remember Superman 2025 having any super speed in combat. Lex easily kept up with him while conrolling Ultraman.

Right. My mistake. Superman should win based on feats, but Galactus should be far more powerful based on implied power.

You're saying it like that's something minor. As if he's just "lifting" and completely paralysing a normal human or something.

Correct. Per film narrative nothing on Earth 828 (which aside from the fact they don't have mobile phones is clearly a much more advanced Earth) nothing to destroy Galactus.
Plus obviously implied more powerful than Silver Surfer. Comes back to the Odin issue. He had no feats but we knew he was far more powerful than Thor.

So if someone incredibly strong - like Hulk - but unable to fly, were lifted off the ground with TK, wouldn't that be the equivalent of paralyzing them? Realistically, what could they even do in that state?
In most movies, the world's defenses are portrayed as far weaker than real-world militaries. That's why superpowered beings are often implied to only be stoppable by other superbeings - like Superman or Hulk. In that film, there wasn't even any indication that the world had nuclear weapons or a functioning police force.
In my opinion, that version of Surfer was terrible. She lacked versatility and had relatively weak durability. I wouldn't even consider calling her a Superman-tier character.
