Kid's WB has released the new schedule starting January 17, and *surprise surprise* X-Men isn't on it. If the network does decide to renew it, then the new season will most likely premiere in the spring, alongside Megaman: NT Warrior (who just happened to receive an additional 26 episode order for a second season).

By "the decision being made in Dec/Jan", they mean in January, when Astro Boy premieres. When Kids' WB! premieres a new show, they must ditch an old one. When Megaman: NT Warrior premiered, they ditched Cubix. The Mummy and Rescue Heroes were ditched for the later arrivals of Xiaolin Showdown and Teen Titans. From what I'm gathering, either X-Men: Evolution or Mucha Lucha will be axed in January by the premiere of Astro Boy (on the 17th). Mucha Lucha is more likely, but remember that WB owns DC, Marvel's competitor, and X-M:E may just be over and not cancelled.

Cartoon Network has adjusted its lineups for January. 'Evolution' will air Monday-Thursday at 9:30 p.m., and 'Justice League' will air those days at 10 p.m.

Warner Home Video is planning to release the entire second season on DVD through next year. Also, a fifth season is still undecided. The new episode that was scheduled for December 20th on Kid's WB must be inaccurate because X-Men's renewal is still up in the air.
