That is Wanda Maximoff (Pietro's (Quicksilver) sister and Magneto's daughter), aka the Scarlet Witch.

Scarlet Witch is able to create "hex spheres", areas in space where she can affect probability and make highly unlikely things happen. Evo demonstrates this best when she curves off Cyclops' opic blasts, reflects Jean's telekinesis, etc. Its a pretty powerful, but difficult to control power. In the comics, the hex spheres have can only affect things in her line of sight. In the comics (and hinted at in Evo), she also has a small bit of magic power, which (in the comics) she uses to increase the reliability of her mutant power.
