As for the booger, it is to represent the fact the Palpatine has lost control of his bodily functions. This is made all the more apparent in the proposed deleted scene (which will be in the DVD version) of Palpatine soiling himself shortly after sufferring from chronic flatulence.

Hey PVS I know this is not a great topic and it won't be taught in literature class but since your are so high and mighty then you make a thread that is not pointless.
