Parallax , he was going to revive an entire City full of people , Whomped the entire GL corps and was re-writing time.

Scarlet witch on the other hand seems to be just a reality warper on a grander scale , hell were not even sure if she affected the 'multiverse' . Some say it was a re-bound off of something else and others just flat out deny it. Until the truth is completely cleared, Parallax Whomps her.

She didn't effect the multiverse, if you remember reading the Exiles issues during House of M.

Didn't read it . Heard various people trying to state that it used avalon as a re-bound to then effect the multiverse.
