Yet, as vulnerable as Ultraverse arc's Nemesis was,
it was still able to obliterate the 616 Universe and the Ultraverse simultaneously,
those are the two prime realities of two separate MultiverseS,
which in turn would've eventually led to the Multiversal collapse of both Totalities,
in fact, it would've even eventually led to the destruction of the Omniverse.
Indeed, later on in tat arc,
4 Gems (space/mind/soul/power) nearly collapsed the Omniverse,
while 2 Gems (reality/time) managed to nullify their actions plus fix everything,
so imagine what a properly merged Nemesis was capable of.
Nemesis was incapable of controlling the entirety of those energies, mainly due to each gem having a sentience of it's own. This fact was made obvious during the arc itself. So in answer to your question, no.
