Yes, by far. At least for Post Crisis. I wouldn't rate him over Mid-Skyfather myself.

As a big Captain Marvel/all things Shazam related fan, the Wizard himself is pretty underwhelming. He has impressive implied power as far as his relation to the Quintessence and the fact that the Rock of Eternity is essentially the conduit to most of Earth's magical energy, but his actual feats aren't that great.

Shazam at rock is probably superior. Shazam before he retired to rock is probably superior. He's mostly implied power but I still give him the nod over Nabu. Shazam is kinda the guy every other lord of order tends to at least somewhat defers too and I think Nabu only qualifies as strongest due to Shazam limitations. It's mostly personal opinion and conjecture he doesn't exactly have the most stellar list of feats considering he kinda just sits around.

When Spectre arrived at the RoE to kill Shazam, he (Shazam) was already quite weak after having just battled Mordru:

The damage their battle caused to the Rock of Eternity. Mordru repaired it.

That's why it wasn't all f*cked up when Spectre got there.
