Idk.. War machine hulked out and burst his armor and somehow had it still connected to his body and was able to use it's weapons... Then on the other hand the physiology Of the heroes seemed to change such as storm becoming cloud like.. So I'd most likely believe he gained organic web shooters while hulked out.
