Tbf, Ragnarok was jumped by a charging Juggernaut and Hyde (Who was riding on a high dose):

And Troll was helping too. Even legit top tiers could be taken out under those circumstances.

And last time we saw Ragnarok, he was even further upgraded by removing all the inorganic parts from his brain (Funny how it was Reed/Stark technology that made him evil). Then he apparently got another boost when he picked up an alternate universe Mjolnir. Realistically, he should be a solid top tier at this point as he was all but on that level before all those upgrades. That's not how things always work though.

Anyways, current Wonder Man if he's blood lusted should win.

Ragnarok is an entirely different beast from when Hercules fought him. And even then, IIRC they had an extended and apparently brutal fight off-panel.
