lucy is a bonafied multiversal power, while joker is universal. not only that but lucy could probably talk joker into giving up his power and killing himself. the power difference is too much. miss match of the highest order.
What did Emp Joker do that was beyond universal? I thought the best thing that was done was the universe was rebuilt by Mxy during that arc?
Though Lucifer apparently took a multiversal level explosion with no harm. I can't see Emp Joker/Mxy hurting him.
Though yes Lucy could probably talk the Joker into not only killing himself, but into realizing deep down he is in love with Batman.

Remember Joker never had full control of Mxy's powers, but in the end Joker was about to destroy everything. I don't know if a multiverse was mentioned when Joker was running around, but am 50% sure at the end When Kal Mxy and Spectre were talking, Mxy mentioned fixing the Multiverse.
Yep, a guy who could barely even begin to comprehend Mxy's power still casually warped/destroyed/recreated the entire universe, casually owned/imprisoned the Spectre-force, very nearly succeeded in collapsing the entire multiverse(past/present/future), and caused multi-dimensional havoc that the Imps could sense all the way from the 5th dimension.
...Not surprising that Mxy himself was capable of doing so much more, so much easier.

And it took Mxy that long to fix the mess Joker made, because of how extensive the damage to creation was--this was explicitly stated.

Mxy: "All five dimensions gone haywire..." And as we know: higher dimensional planes(like the 4th World/dimension) are infinitely more vast than the prime 3D multiverse.

I only saw Mxy fixing Superman's universe though. There was no mention of multiversal repairs that I read.
I think all that extra jazz is what would've happened eventually
if Joker kept messing with Superman's universe. ... inadvertent cause and effect type deal.
