I bet that scans been floated around ever since.

He got an amp and in Quicksilver: No Surrender it was stated he moved faster the the speed of perception. So all of time is a standstill to him. Scarlet witch, Brother Voodoo and synapse went to go rescue him

Well, time wasn't standing still to him, as much as he was thrown out of the normal dimension [not unlike his pet turtle, who also got thrown in that dimension with him due to SW's magic]. Also, Scarlet Witch/Brother Voodoo managed to make spells and reach out to him while in the 'normal' world, so it wasn't standing completely still, but moving very slowly. There's no proof Pietro can reach that dimension without an amp either way. If he starts this thread while stuck there, then sure, he could replicate it.
I'd say the Runner could also replicate it.
