Zatanna. People forget that for the majority of her career the Scarlet Witch was a joke. Her best showings were because of outside, temporary amps. Zatanna has always been a high level mage. Zatanna destroys her 10/10.

Zee was very low in power for a couppe of decades.
During the satelite era there was a story around the time that the wind elemental that inhabits Reddy appeared separate that she had used too much power too quickly and she was limited to elemental magoc for the better part of 3 freakin decades.. she could literally only control wind, water, fire and earth with her spells from about 76 to 2004.
